The strategy is a truly collaborative effort between iwi and hapu, the business sector, central government agencies and local authorities. It has been designed in partnership as aspired for in Te Tiriti o Waitangi.
It was put together after extensive consultation with a broad range of representatives from business and the public sector, which included three wānanga held in Wairoa, Hastings and Masterton.

| Build our people’s capability | There must be an emphasis on developing our people alongside infrastructure, assets and businesses. |
| Equality | A treaty principle, this requires reflection on who the intended audience and beneficiaries are, and a commitment to that being inclusive and equitable. |
